Activating Knowledge-Sharing of Governments according to the Types of Inter-Organizational Relations

Governmental organizations are sharing their knowledge with their outside the organizations in many relations. It is because governmental organizations need extensive knowledge to cope with the rapid environmental changes and administrative needs. Expanding network governance needed to solve social problems require the knowledge-sharing of government organizations with outside the organizations. In this context, this study presents appropriate ways to activate the knowledge-sharing of governments according to the types of inter-organizational relations(IORs). The specific contents unfold 1) six different types of inter-organizational relations in terms of hierarchical policy- decision relation, hierarchical policy-performance relation, network policy- decision relation, network policy-performance relation, market policy-decision relation, and market policy-performance relation; and 2) the ways of sharing knowledge based on the six different types of inter-organizational relations. In conclusion, this study presents hypothetical propositions for actual inter- organizational relations and useful tools in examining the real examples for ways of sharing governmental knowledge with outside the organizations.
