The Korea Local Administration Review

This study has analyzed the condition for competence development of localgovernment and the hindrances which occlude the competence development of theCivil Service. Ultimately, we will suggest the direction to facilitate Public Servicereform to Local Government. It is the substance of local autonomy for the localgovernment to disentangle a drawback with specialization and autonomy. From thisperspective, the controversy of decentralization has persisted heretofore. Apessimistic critic asserts that there is the tenuous infrastructure for decentralization.It conjures up that the local government has not served as the conciliator who hascompetence in settling various questions, which indicates that it has the insufficiencyof specialization. The outcome of analysis represents that there are two significantcauses of that; the local politics of personnel management, for example, promotion,and the organizational culture in the patronage system. Moreover, the correlationanalysis of the impeding causes shows up that there is the interrelation among theperspectives of the organizational culture, the structure and operation of organization,and the local politics.
