Local governance is a new governing paradigm and is based upon a premisepartnership between actors. This study sets a research question, "how bureaucratsand civic activists recognize the partnership between local government and civilsociety organizations?" To answer the question, this study empirically tested thatwhat factors are affecting the partnership between local government and civicgroups. To find out potential influence factors, this study conducted factor analysisand multiple regression analysis. The result shows that both actors ascribe afailure to the partnership to other parties. Public officers think that the lack of civicgroup's goal, capacity, and trust inhibit the partnership, whereas civic activiststhink that the low access to information and the insufficient acceptance of localgovernment.
