This study analyzes Jeong Yak-yong’s Mokminsimseo(牧民心書) in theperspective of urban and regional planning and re-evaluates it in a modernplanning theory.Spatial planning of Mokminsimseo(牧民心書) is organized into sectoral planssuch as forestry, road, etc. Denying the Feng Shui(風水說) and recognizing theWestern space, the perspective of modern space like ‘Abstract Space’ ofLefebvre was formed and made it possible for urban and regional planning; Asa social planning, it considered the aspects of the equity of the redistributiveeffects or socially disadvantaged.The re-evaluation of the modern planning theory perspective, it adopted inthe comprehensive planning and rational planning approach, and emphasized themanaged and orderly market by the government like a ‘Ordo-Liberalism’ ofEucken. In the economic crisis, it was an active fiscal policy, as Keynes argued throughphysical spatial planning. It considered the interests of the underprivileged suchas ‘A Theory of Justice’ of Rawls, so linked ‘Advocacy Planning’ of Davidoff.And it also explained the possibility of citizen participation and ‘Collaborative Planning’for the formation of public opinion as a governance.
