This study conducted an exploratory analysis on the leadership of 5th gradelocal civil servants. 6th grade officials, immediate subordinate to the officials,expect contingent rewards, community building, consideration of others’ feeling inturn. The 5th grade officials responded that they exercise their leadershipcomponents in the order of honesty, contingent rewards, community building, andcharisma. Both consideration and charisma were extracted as factors in 6th gradeofficials and 5th grade officials, but the 5th grade officials exercise the twofactors more than the 6th grade officials expect. Contingent rewards, managementby exception, and community building were extracted as factors in both groups,and the level that the 5th grade officials exercise fell short of 6th grade officials’expectations. On the other hand, the 5th grade officials responded that contingentrewards and community building were crucial for them to be a good leader.Overall, contingent rewards and community building are important factors for the5th grade officials’ leadership. However, the 5th grade officials exercise theleaderships lower than the 6th grade officials’ expectations. We need to considerthis point when designing leadership programs for the 5th grade officials.
