This study aims to evaluate model project of residents autonomy council, and findspolicy alternatives to solve these problems. The model project of residents autonomycouncil got several achievements such as the improvement of the communitymember’s status and recognition of residents autonomy council.In the same time, however, the adequacy of residents autonomy council model(cooperative), lack of capacity in the council’s members and uncertain boundaryof the council’s business was raised during the model project of residents autonomycouncil.To solve those problems, the member of residents autonomy council has to belegally stated. Moreover, residents autonomy council should operate executive officewith full-time employees. Consigning business to residents autonomy council andlegislating the establishment and management of residents autonomy council shouldalso be implemented in order to invigorate residents autonomy council.
