In this study, there are two assumptions: the social capital in the organizationis necessary for the development of public organizations, and the members ofthe organization and organization characteristics to influence the social capital.With the assumptions, it has been analyzed that the promotion satisfaction,which reflects the structural characteristics of the organization and which themembers of the public organization feel about promoting at the same time,affects to the social capital of public organizations. The results of the studysuggest: 1) the distributive justice and the procedural justice which are thedetails of the promotion satisfaction, affect positively to the social capital inorganizations(trust, reciprocal norm, network); 2) the procedural justice has agreater impact on the trust and the reciprocal norm than the distributive justice,whereas the distributive justice has a greater impact on the network than theothers; 3) for more than 10 years work experience people and males, thedegree of the formation of the trust has increased.
