The purpose of this study is to analyze the water resource management inthe intergovernmental relations(IGRs) and to suggest efficient methods forwater resource management in South Korea. In order to do this, this paperconducted a survey for 305 civil servants working for the central government,metropolitan governments and local governments. The results of this study areas follows. First, as the unit of water resource management is based upon anadministrative district, it is very inefficient. Therefore, it is desirable that theunit of water resource management should be changed into watershedmanagement. In addition, it is expected that changing into watershedmanagement may resolve many water resource conflicts. Second, the legalsystem of water resource management is dispersed and inefficient. In order tomanage water resource efficiently, a new water fundamental law is required.Third, the organization system of water resource management is verycomplicated and dispersed. It makes difficult the systematic and generalmanagement. Therefore, the dispersed management system in the IGRs shouldbe ameliorated. For the better collaboration for water resource management inthe IGRs, it is needed that collaboration activities in IGRs, amelioration oforganization, securing public finance, and good command system. Fourth,stakeholder's participation in the water resource management is inactive, thecommand system, communications and collaboration in the IGRs are much lowerlevel. Fifth, the basic investigation for water resource management is veryhelpful to manag water resource. But the present basic investigation is verylow level and information related to the basic investigation is not shared.Finally, in order to manage water resource efficiently in IGRs, a new waterfundamental law is most needed, the next important thing is that administrativedistrict as a unit of water resource management is changed into watershedmanagement.
