Local Government 3.0 is an extention of Government 3.0. So we have tounderstand Gov.3.0 concept and contents before discussing Local Gov.3.0. Gov3.0 is a new paradigm for creative economy and ordered public service byproactive information sharing and cooperative tasking among departments andother public actors.However, We must keep in mind there are many obstacles to overcome forinformation sharing, openness, participation and ordered service. Web2.0, Cloudcomputing and Big data analysis are not sufficient, if not reforming law andinstitution. above all, Upper level coordination tower can also be operativewhenever it is needed. Specially, we really wish that we can overcome moralhazard, we should work out a design for external and internal incentive system.In my analysis, New PCRM can be a best alternative, because we can controldemand and supply capacity to find rational equilibrium with it.
