This study is designed to illuminate region-specific factors influencing localgovernment reorganization. An analytical model is established that reorganization,as a tool for ensuring responsiveness to administrative needs to meet risingadministrative needs, would take a form of street-line reorganization, enablingto provide public services in close proximity, through the redesigning processof administrative function. The empirical results, using cross-sectional dataconcerning region-specific factors on the 228 local government level, are transformedto project longitudinal trends by employing an inferential methodology. Both populationsize and number of civil servants are found to become the most influentialfactors. Besides, administrative territory as well as financial capabilities turn outnot to have any significamt causal relation with local government reorganization.Finally, the results provide some useful guidelines to which consolidated governmentscan make reference in trying strategic reorganization and organizational management,since the above two factors would experience significant changes in process ofterritorial consolidation
