The Korea Local Administration Review

These days, the need of crisis and emergency management policy have beenincreased due to phenomenon of complexation, which does not classify type ofdisaster among the new type of disaster that has characteristic of uncertainty,natural disaster and artificial disaster. In this research, I conduct a study aboutcooperation of crisis and emergency management between the nation and thelocal government by analyzing characteristics of future crisis, and the bigearthquake from Eastern Japan. I classified the system of crisis and emergencymanagement in Korea by organic integrity, preemptive learning, and connectivecooperation to analyze, and as result, it will be effective to enforce the policysystem, which are constructing the governance system of disaster managementbetween local governments and designating CDO of the local government. Also,there is establishment of mutual emergency support regulations between localgovernments to institutionalize cooperation system between local governments.
