An Analysis on the Conflict of Local Welfare Policy surrounding Selectivism and Universalism: Focused on the Free Schooldownload
The purpose of this study is to find types, factors, and implications of thefree school meals policy of Seoul surrounding selectivism and universalism.According to the analysis, types and factors of the starting period appears withconflict of institutional-institutional participant and imbalance of goal, restrictiveresource competition, mutual dependency. types and factors of the transitionalperiod appears with conflict of mixed-mixed participant and imbalance of goal,restrictive resource competition. And types and factors of the fixed periodappears with conflict of institutional-mixed participant and imbalance of goal,restrictive resource competition. Meanwhile, implications by the process arenecessity about installation of local autonomous entity policy mediationcommittee, nonsystem participant of high standard, unity of triggeringmechanism and policy output, changeover from selectivism to universalism,hostility existence by uni-direction, definite boundary existence of complexpolicy process, etc. Generally, free school meals policy conflict betweenselectivism advocacy coalition and universalism advocacy coalition draws conflicttypes, factors, and implications.
