Free school meal’ h as been a hot w elfare p olicy is s ue s ince 2010. O n theissue, the ‘conservatives’ and ‘progressives’ fiercely fought each other, and ittriggered discussions about welfare expansion. The purpose of this study is toanalyze the policy process of conflict of free school meal and find policyimplications.The result of this analysis shows that the NGO is powerful policy actor andthe important member of the NGO is a stakeholder of school meal as foodprovider, tied-up with politicians. The solution for the conflict was areferendum and voting for election of Seoul M. Government mayor. In spite ofthe efforts, they are not effective to solve the problem. Lastly, it is necessaryto find new solution for negotiation system when politicians do not reach anagreement.The limitation of this paper is lacked to prove the connection or interactionwith politician - the NGO. But It could be useful to analyze policy process,policy actors, interaction, and network structure.
