The Special Law on Reforming Local Administrative System was legislated in2010 and the promoting committee based on it was established. The residentautonomous center consists of the executive body and the autonomousneighborhood board. At the present, the Promoting Committee for LocalAdministrative System takes three alternatives for enhancing communityautonomy into account: the Integrated Model; the Cooperative Model; theResident Organization Model. It seems that the Integrated Model is mostfeasible in light of the current local situation. The organ of the communitycenter is consisted in the executive body and the legislative body named as theautonomous neighborhood board, respectively. Under the Cooperative Modelcontemporary functions of Eup, Myun and Dong can continue to exist withoutchange. The Resident Organizing Model refers to the type of community centerwhich is supposed to work as a legislative and executive body. Three modelsdiscussed in this paper are under consideration. Ideally, the third model, namelyResident’s Organizing Model seems best. However, it may be not feasible dueto lack of experiences before. It is suggested that the first model, that is theIntegrated Model, be more suitable to implement under the local autonomysituation in Korea.
