A Study on the Factors of Successful Site Locations for Hazardous Facilities

The purpose of this paper is to systematically explain and analyze the successful selection of a site for hazardous facilities. For this purpose, the case of locating the waste disposal facility in Iksan city was analysed considering such variables as credibility of the local government, understanding about the hazardous facilities, economic compensation, and the participation of residents. The results can be summarized in the following implications. First, the importance of the Open Application Approach is confirmed. Second, local governments should gain the credibility from residents by making it understood that they are accurately evaluating the risks of the hazardous facility, constructing and operating the facilities in objective and strict manners, and working continuously for the benefit of the residents. Third, even if the site is chosen by the Open Application Approach, residents' understanding about hazardous facilities should be based on objective and correct information about the facilities. Fourth, economic compensation for the facilities should be sufficient and the way of providing it is to be carefully considered. Fifth, residents should participate fully in the process of selecting the site so that they can think of it as their own choice.
