The Korea Local Administration Review

The objective of this study is to conduct an empirical analysis using ANOVAof the perception of autonomic control of financial management in localgovernment. Study on four groups which are members of central and localgovernment servants, council members, and expert groups.I have found that there are differences among the groups in the recognitionof autonomic control of financial management.Above all, executive controls of the financial management are financialanalysis･diagnostics, investment screen system, and continuous monitoring offinancial operations.Second, congress controls of the financial management are administrativeaudit, expert advisor system, strengthening of local councils, and guarantees ofcouncil budgets.Finally, recognitions of control by the residents are important exceptimprovement of referendum system and citizen participatory budgetingcommittee.
