This article identified aspects and network structure to the internationalexchanges between local governments, which is a sort of decentralizedinternational cooperation through the social network analysis. This cooperativenetwork, built on the bilateral interdependency, would enhance the nationalforeign relations as well as affect on the local community capability buildingbeyond relationship. According to our cases, the Korean local government’sinternational exchange analyzed to have dramatically been grown all of side onthe target countries and exchange frequency after launched the autonomouslocal government system. Analysis also showed that the centrality of mutualfriendship have been growing more than the sisterhood relationship. Moreover,Korean local government was intensifying to depend on the china’ localgovernment. Then this study suggests the Korean local government needs notonly quantitatively to widen a list of exchangeable country but to endeavor thata great number of amity agreements are able substantially to connect withsister exchange on the cooperative purposes.
