The purpose of this paper is not to know the influence of the internetaddicition status but to explore the solution and prevention on the internetaddicition in local governance level. The desirable governance is analyzed interms of desire of local regime, range of actors, actors interest, interaction ofactors, and policy outcome. And this paper construct a framework through theelements of local cooperation needs values , the category of actors, the interestsof actors, the interaction between behavior and the result of local policies onthe basis of local governance and inquiry the possibility of local governance forovercoming the internet addiction. In this context, this paper suggests somepolicy implications for citizen participation in the local governance.
