This paper is to survey central and local public servants in order to inquirethe role possibilities of public officials’ labor unions in governance system onthe assumption that the governance system and the public officials’ labor unionsare of the positive influence to each other. And the data gathered wereanalyzed not only into the recognition difference of public servants but also intothe relation structure between these recognition factors and the influencedegree of these recognition factors according as whether public servants joinedthe union or not, by using latent mean analysis and structural regression model.The exogenous latent variables used in the analysis are the following: 1) thegovernance understanding degree, 2) the NGO experience, 3) the governanceeducation or indirect experience, 4) the socialization about NGO, 5) theopenness of organizational culture, 6) the corresponding attitude aboutorganizational environments, 7) the degree of the organizational reform, 8) theleadership of the chief of an organization. And the endogenous latent variablesused in this anaysis are the following: 1) the understanding level of thegovernance system effectiveness, 2) the supporting extent of the governancesystem, 3) the awareness of the public servant's role in the governance systemand the obligation and acceptance attitude of governance system. As a result ofthe analysis, the differences in recognition between public servants wererevealed to be generally low, irrespective of whether the public servants joinedthe union or not. But the important influence factors of theunion-entered-group are as follows: the corresponding attitude aboutorganizational environments, the openness of organizational culture, and thegovernance education or indirect experience. Therefore, it is ascertained thatthe public officials’ labor unions successfully attain self-imposed goals andperform its roles in governance system through the solidarity and thecollaboration with local society and NGO.
