The 4 major rivers restoration policy is a representative national project ofthis government, which is causing the policy conflict between centralgovernment and local governments since the commencement of policy. Thisstudy has investigated that which factors have influenced the policy conflictbetween central government and local governments of the 4 major riversrestoration policy regionally.The recognition survey was accomplished to the public officials of centralgovernment and local governments in this study. As a result of the survey,public officials of central government and Gum River region appreciated thepresident's election pledge, Han River and Yeongsan River regions appreciatedthe unilateral policy decision of central government, Nakdong River regionappreciated the unilateral policy implementation of central government, as amain conflict factor of the 4 major rivers restoration policy. So we can knowthat the policy conflict of the 4 major rivers restoration policy was affected byseparate factors regionally.Thus, in the point of central government factors’ view, the governancesystem should be instituted on a policy process of central government, andcentral government should apply differential policy means by regional groupseven a single national project. And in the point of Election pledge factors’ view,the president and local government heads should pledge realizable plans andcarry forward plans with an enough discussion and verification.
