The primary purpose of this study was to analyze characteristics, determiningfactors and recommendations for inward internationalization of local governmentsin Korea. Foreign residents in Korea have increased rapidly during 2005~2011.In 2012, the proportion of foreign residents are about 3.0% of total population(morethan 1.4 million people). But, all the local governments in Korea have strengthenedtheir efforts to accelerate their outward internationalization with those inforeign countries for their regional development. This study started to resolve aresearch question, which caused imbalance between inward internationalizationand outward internationalization among most local governments in Korea. Theresearch question is the objective of the study. The hypothesis and empiricalresults of this study was that the features of inward internationalization of localgovernments are mainly determined by many factors, such as human/financialresources, institution and policy system(government), capacity of local civilsociety(citizenship), self-organization or networking(foreign residents). The policyimplications were largely derived from this results which may improve quantityand quality of inward internationalization for successful multi-cultural society inlocal governments.
