The purpose of this study is to provide implications of the schoolautonomous policy through analyzing perceptions of the superintendent andschool principal, who represent schools and local educational departments, aboutthe school autonomous. This study surveyed 15 superintendents and 968principals and found the following two results: 1) the effort of collecting schoolfield voices about the school autonomous policy is low and 2) the over all levelof the school autonomous is low as well. More specifically, each group haddifferent opinions about low level areas of the school autonomous: ‘schoolfaculty personnel administration’ from the principal group, and ‘curriculumdevelopment and management’ from the superintendent group. The both groupsstrongly demanded the autonomous in ‘curriculum development and management’and ‘school finance’. The both groups had also different orientations on 1)authority distribution between school and local educational department, 2)prerequisite elements for the school autonomous settlement, 3) reasons for lowlevel results on the school autonomous, 4) accountability contribution ratio foreach evaluations and so on. This study implies that the school autonomouspolicy should be establishing based on these different orientations.
