The purpose of this paper is to attempt a development plan for South KoreanMunicipal Police System (SKMPS) using the British and Je-Ju municipal policesystem as a framework for comparison and analysis. The paper presents adevelopment plan for SKMPS in three areas: the roles and functions of localpolice administration authorities (the Local Public Order Adminstration Authority- LPOAA), the roles and functions of Local Chief Police Officers (the LocalChief Autonomy Police Officers - LCAPO) and the financial arrangement inplace for the maintenance of the Municipal Police System. The paper arguesthat:(a) The LPOAA, which is currently under the control of the ProvincialGovernor(PG), must be an independent corporate body with more powers to actas an autonomous body.(b) Whereas Article 107 of ‘Je-Ju Special Law’ of the Republic of Korea hasrecently formed an auxiliary group which supports LCAPO, since there arecurrently no regulations, one cannot assess the competence of this body. It isargued, therefore, that South Korean Government (SKG) needs to put into placelegal and organisational structures to improve the powers and operationalautonomy of LCAPO.(C) The SKG needs to establish a legal system for the finances of theMunicipal Police System. Adequate financial support is important in order toimprove police programmes for future generations and also provide good qualitypublic security for the local citizens.
