This article discusses the governance formation factors in urban planningsystem, focused on the case of LULU(locally unwanted land use) sites inGoyang city. The coordination of planning among governments is an importantstrategy for solving many conflicts that go beyond geographical or politicaljurisdictions, especially cases for site decision for LULU. However, traditionalurban planning process in Korea has shown a typical government-orientedtop-down approach and therefore brought about a lot of conflicts and collisionsamong stakeholders and local governments around LULU project. Governanceapproach is understood to be a dynamic process in which flexibility, problemorientation as well as variability of relationships and networks play an importantrole. This paper suggests that traditional urban planning and regulation in Koreashould be replaced with more decentralized governance-oriented approaches, tosolve the conflicts of LULU in Goyang city.
