Cooperative relationship between local autonomy in general and autonomy in local education is needed to strengthen the capacity for local autonomy. This study intends to analyze on how the relationship between the two should be formed and how the educational committee and the superintendent are composed in such established relationship. To attain this research purpose, the researcher reviewed previous studies and developed a framework. the research framework classifies the relationship between local autonomy in general and local autonomy in education as four types, according to the relationship between the executive and the legislative. By utilizing such framework, this study reclassified foreign cases in local autonomy, highlighted the history of local autonomy of South Korea, analyzed current practices of local autonomy and identified problems in the local autonomy of South Korea. To solve the problems, this paper suggests a desirable alternative(TypeIII - speration of the executive branches and the integration of the legislative branches) that can be applied to the reality. Of the alternatives, the appointment of superintendent helps to improve the capacity for local autonomy and to reduce the conflicts.
