The Korea Local Administration Review

This study investigates characteristics of partnerships between localgovernments hypothesizing that they would differ according to subjects ofcollaborative projects, tiers of local government, and administrative jurisdictions.For this purpose, a complete enumeration of collaborative projects of Koreanlocal governments from 1995 to 2007 years was performed using crosstabulationanalysis. The results of empirical analysis find statistically significantrelationships between tier systems and subjects of collaborative projects andbetween administrative jurisdictions and subjects of collaborative systems.Based on these findings, the researcher recommends that upper-and lowerlevellocal governments should build partnership strategies which are distinctfrom each other and that partnerships across administrative jurisdictions andpartnerships within administrative jurisdictions should be treated differentlyconsidering different administrative environments.
