This study is designed to provide a variety of financial incentive to promotecooperative projects among local governments. To achieve this researchpurpose, an analysis of actual conditions and problems of inter-localgovernmental cooperative projects followed by the description of theirtheoretical backgrounds.One of the major problems of cooperative projects among local governmentswas found by lack financial incentive. To promoting cooperative projects amonglocal government, first of all, needed financial incentives of central government.Also, it is necessary to inject tax sharing system among local government inmetropolitan area and to implement various aid program.
