This study aims to suggest a new leadership of local self-governing body in order to deal with upcoming challenges in the 21th century. Towards this end, this study analyzed leadership of local self-governing body at each epochal period. It is assumed that scientific managerial leadership was appropriate for the period of the traditional public administration model whilst the leadership of harmonizing values was good for the model of new public administration. 
Innovative leadership of a local self-governing body was required for the model of new public management whilst communication-oriented leadership was proper for the model of public governance. However, different leadership of a local self-governing body from those mentioned above is demanded for the upcoming different period of the 21st century. 
Presumably, a model of residents-centered governance is aptly to explain realities of the 21st century on the basis of a wide variety of values and cultures. Under this model, a creative leadership of values is going to be essential to cope with differences among residents.
