Though Korea government try to reshape local authorities in late 2009, only 4 groups of 18 groups which willing to change have passed people's opinion survey. Gyeonggi Provincial Governor insists that central government have to make the people's vote instead of the people's opinion survey. There is a good case of consolidation of local authorities, which Yeosu City[Yeosu City, Yeochen City and Yeochen Gun] has a success in the autumn of 1997 after several times failure in 1994 and 1995. I'd like to analysis Yeosu City case with 「simultaneous multiple rationalities model」 which is mixed and developed Kingdon's, Rubin's and Thurmaier & Willoughby's researches. There are some findings: For consolidation of the local authorities,(1)the effort for resolving conflicts during consolidation needs to be truth and quickness.(2)the decisions for reshaping among local authorities have been made simultaneously. and(3) multi-governments[central-provincial-local governments] make agreements for consolidation in simultaneously. So,(4)「simultaneous multiple rationalities model」 is very useful to explain the process of multi authorities' decisions in spite of some limitations.
