This article explored the constitution and the effectiveness of collaborative governance focused on a conflict over the local of waste incineration plant in Icheon City, Gyeonggi Province. This research identified institutional factors which were guaranteed participation, e.g. provisions and procedures, had effect on all of the constitution and the effectiveness of governance and also mutual agreement was satisfied from operation of collaborative governance. But collaborative governance was negatively related to efficiency of decision making process and their mediation effective scale is not enough to be other factors. Through these results, this research had an conclusion that it should be performed that is not only a design with delicacy but continuous efforts to achieve effectiveness of collaborative governance.
