 This study recognizes the problem of excessive public documents issuance. We attempt to understand the situation of public documents issuance and find out the alternatives to reduce the excessive demand for the documents. In doing so, first of all, we select 20 public documents considering he number of issuance, agency to issue, required public documents for recruitment and bank loan. With these 20 public documents, we analyze demand, purpose, and path of public documents issuance and try to find out the alternatives of reducing the public documents demand. For this analysis, we interview the citizens who issue the document and submit it to public or private agency. Based on the interview analysis, we present the ways to improve the problem of excessive public document demand in terms of institution, behavior, and technology.
