The purpose of this study is to explore the applicability of the BSC (Balanced Scorecard) in public sector performance measurement, to build a BSC-based balanced model and measurement indices with the case of the PBLIS (Parcel Based Land Information System), and to present desirable alternatives in the performance measurement of the public sector information system by identifying causal relations among factors in the model.
To achieve these goals, this study built a PBLIS model for performance measurement using a BSC model that was modified in the strategic aspect. The model consists of the customer perspective, the administration performance perspective, the internal management process perspective, and the learning and basis perspective. Each perspective has measurement factors and indices which can be used to measure the performance.
This study suggests maintaining a long-term investment perspective on the human resources of an organization from a future-oriented view by identifying the causal relations and interrelationship between the performance of the multidimensional public sector information system.
