An Evaluation of Medical Living Co-operative as Health Care Welfare Model by Citizen Autonomy: In Case of Ahnseong Medic

Since Korea has experienced vulnerable problem of public medical system,there are lots of interests in the medical living cooperative as voluntary welfaresystems. Based on voluntaries and solidarity among citizens, health cooperativehas advantage of overcoming not only the inefficiency from public healthsystem but also over-commercialization from private one. This study willexamine the structural constraints of health cooperative in terms oforganizational, behavioral and value dimension by analyzing the case ofAhnSeong medical living cooperative. Our analysis shows that even if a lot ofpossibilities of medical cooperative, it has faced structural constraints such asinstability in organizational structure and management system in its structure,vulnerable leadership and isolated independence in its behaviors and conflictaround publicness and voluntariness in its value.
