This study analyzes the organization of the knowledge administration system, its factors and actors, and accordingly the validity of its organization to improve the productivity of administrative management, its trouble-shooting ability and its values in the 21st-century knowledge and information society. As a result of the analysis, this study suggests that the top executive management in charge of knowledge administration should reinforce basic factors, characteristic of the knowledge administration system, increase job-satisfaction and faithfulness to the organization, and promote the possibility of constructing the knowledge administration system.
Therefore, to improve the organizational performance by establishing a knowledge administration system and its active use by public officers, further research on various factors of the system other than variables presented in this study is required. So, the results are expected to provide directions for reasonable and effective management of the system in local administrative organizations.
