This study intended to examine how the Gangnam-gu government officials
utilized online questionnaires provided by its local residents to encourage their
participation in policy building process and how officials reacted to the results
of their residents' online participation. The analysis showed that residents'
questionnaires were mainly used for officials in the process of policy building
stage. Officials referred to questionnaires a lot to develop distribution policy
when it comes to policy types. There were many questionnaires to survey
residents' life, traffic, construction, and municipal operation according to policy
functions. There were differences in the level of residents' participation in
online surveys according to policy characteristics, questionnaire types, and
duration of survey. However, it might be affected by the types of questions and
the duration of survey as well as policy characteristics. The study surveyed
whether the Gangnam-gu officials reflected the results of online questionnaires
in policy building process and a majority of them responded that they actually
did that. However, this research proved that still residents' online participation
in policy building process was just a part of administrative process to look for
their accord. It suggested that the current online participation system needed to
be improved to accommodate real opinion of residents
