The Korea Local Administration Review

Personnel Commission System(PCS) has some problems that include the dependence from a chief and the inefficient operation. PCS must approach to pursuit a political neutralization and to enlarge a self-regulation deliberate function. Thus, this study focus on how to reorganize operated system well for efficiency to manage PCS in local government; for example, the introduction of allianced PCS, the operation of dual PCS, the consolidation how to assign a commission's chief, etc.
