The Korea Local Administration Review

There has been a renewal of interest in the COP(Community of Practice), especially among local governments. From central government to local government, the COP has been veiwed as a way to improve overall administrative abilities. The purpose of this study is to inquire into the problems of the COP, and suggest the improvement methods for COP in local governments. This paper argues that the case of A-city gives some lessons to the COP policy in Korea. Those lessons are associated with the following aspects: the diversification of COP members, the free communication in COP, the development of various subjects for COP, the personal learning and the organizational learning.
