This study aims to propose the direction of regeneration policy for decliningregions in urban and rural areas. Chapter 2 discusses the existing literatures on declinesof cities or central places and suggests the concept of regions' decline and regenerationin this study. Chapter 3 explores policy structures of central government for regions'regeneration and the regulations and efforts of local government. It points out that thecentral government still does not have comprehensive supportive systems for theregeneration and local government does not have stable institutional grounds forregeneration programs and polices.Chapter 4 tries to identifies the decline patterns of 228 local governments(Si-Gun-Gu) using multiple decline index. The multiple decline index is composed ofindicators considered to represent economic, social, and physical features. The top 30percent among 228 local governments are extracted and majority of them are small-sizedGun regions and inland areas of Gyeongsangbuk-do and Jeollabuk-do.Chapter 5 conducts in-depth cases studies to explore characteristics and causes ofdeclining regions selected from the top-30-percent regions one by one according toSi-Gun-Gu system. The chosen regions are Seo-gu, Daegu, Namwon-si, Jeollabuk-do,and Uljin-gun, Gyeongsangbuk-do.Chapter 6 looks into regeneration policy and projects in advanced countries toidentify successful elements of their regeneration strategies. Chapter 7 proposesinstitutional changes necessary to execute successful regeneration programs in decliningregions.
