As the survival of mankind itself has been threatened by global warming, green growth has gained attention as an alternative paradigm for development of the human race. Developed countries have already set low-carbon green growth paradigm as a motive power for the future growth and devote various efforts for it. Korean government, likewise, set priority of national development green growth and establish various policies and plans, concentrating on pushing ahead this national notion.But green growth, the concept itself is somewhat unfamiliar to the general public so that is difficult to accommodate and the concept is also ambiguous in scope and targets. Since this concept has been set nationally, the progress system of green growth excessively mainly runs on by central government only. Consequently, the role of local government should implement policies well and the role of community people is very important but these role tend to be neglected in front line of actual policy implementation. Yet green growth being at an early stage, scientific and theoretical discussion about green growth that could be the basis for increasing effectiveness of those policies is fairly deficient now.Recognized such problems, the purpose of this study is presenting developing strategies and promoting strategies for creating the result of green growth policy by a local government base on understanding characteristic of green growth and analysing condition in local community, being aware of the concept of green growth.First, this study investigates the concept and strategies of green growth. This study reports in detail the conceptual essence of the green growth, win-win organization between the economy and the environment with a description of background about this policy. Furthermore, it specifically analysises about how the government actually handles green growth issue as a policy and a system. It also point out confusion of concepts and a range of green growth, discrepancy between green growth strategy and measures and goals, the limits of integration and coordination for business promotion, lack of local government leadership and so on.Second, for analysing processing conditions of green growth in local level, this study mainly analysises each independent policy and example that are limited cases which had implemented by local governments and metropolitan council leading the role in promoting green growth. In addition, we have a survey result about understanding of green growth and future development direction of green growth among local officials. This study approaches actual conditions analysis by these 5 ways, climate change adaptation, development of green industries, practices life of green growth, creating a green environment, building green infrastructure, being separated to access on this study's framework of analysis. In the results of analysis, local needs for the promotion of green growth. Despite high awareness, it shows the limit on effective promotion of green growth cause it has low potential and expertise, undefined promoting direction, the lack of information and personnel, confusion of promoting the system, lack of active resident participation and funding limits.Third, this study derives implications through the analysis of green growth policy cases which are undertaken by overseas those are leading green growth ahead of us. In this study, we selected cases of England, Germany and Japan as examples of benchmarking and we introduce these in detail and point out success factors. Usually developed countries focus on necessary skills and strategies with a clear goal setting. By central and local government cooperation and working together, they has achieved synergy effect on virtuous cycle.Finally, based on the above discussion and analysis in this study, we presented regional growth strategy and promoting the green challenges. Green growth is not a simple dimension beyond the immediate issues, but a new strategic framework for the next generation of national development. Therefore, it is very important thing to increase people's understanding and participation through communicate as well as to propagate the vision of low-carbon green growth.In early stage of initial policy formating, the national primary strategies or policies are often tend to be enforced by central government inevitably because of its decision making structure. If the policy is carried forward by command in chief, for example green growth strategy, it may have which tendency more commonly. However, central government can not cover all about that policy alone when it move into executive steps. When residents, local governments, business, NGO and whole community members involving to perform the role, the nation can get the overall synergy. In green growth at a national level, technology development, systems maintenance, infrastructure is important. Also, the role of local governments and residents that is dealing with climate change in forefront can never be neglected no action because it is also very important assembling society's response to each of the components.In terms of regional green growth strategies, first of all, green growth strategies of the local government should be cooperative contributions with the nation strategies. Second, regional development should be switched to green paradigm. Third, green growth should be associated with improved quality life of residents. Fourth, specific region green growth strategies should be established. To do these things, this study set the green growth vision in the local government level up for 'improved quality of life through green growth'. We divided promotion field on 5 sectors which are addressing climate change, developing green industry, practicing green living, creating green environment and building green infrastructure those can present promotion strategy and promotion issues for each sector. we selected the local's major challenges for example which had been reviewed by relevant other top plan and are commonly applicable. Selecting challenges, we focused on giving priority to cases if it is available for short-term promotion and has greater visual impact or ripple effects.
