   The purpose of this study is to improve emergency management system of local government in Korea. In this paper, we discuss on the ubiquitous based public-private partnerships for disaster management system of local government in Korea. For this, we review and analyze the literatures on HEBEI SPIRIT Vessel in TaeAn and international disaster management information systems. In addition, this study proposes of the ubiquitous based public-private partnerships for disaster management system.Disasters through case analysis presented the following implications. First, with regard to system integration, central government officially operates the integrated system, but the system integration in the central government is not completed. Moreover, local government has not had a official integrated system, but a separated one. Second, in the organization perspective, there is an internal communication gap between fire administration bureaucracy and general administration bureaucracy. Although emergency task is closely related to official's speciality, emergency task is just assigned and circulated regardless of official's specialty. Third, in terms of emergency cooperation, the cooperation system does not work since the local government does not have any power to mobilize emergency management resources. Even if emergency happens, the local government does not have any authority to utilize military and police emergency equipment. Fourth, related to professionalism, the local government official's frequent job rotation would be a barrier to have a know-how about emergency administration. Based on the problematic issues above, most of all, local government has to build up emergency management system in terms of professional officials and emergency expertise. Next we point the problem of current NDMS in Korea. As the example of emergency management system, we introduce CECIS(EU) and NMIS(USA) for the necessary of governance and technical supplement. On this base, we proposed several alternatives. First, emergency management and integration center of public-private partnerships. Second, enhance of the local government's emergency management capabilities. Third, emergency management network includes civil society. The details are as follows; 1) modify Emergency Management Act, 2) build up NGO's database, 3) develop certification system. But, there is difficulty to make theoretical generalization with a single case in this study and it is not sufficient to explain of ubiquitous information technology on use emergency management.   ■Key Word: Emergency Management System, Public-Private Partnerships, Ubiquitous Information Technology, HEBEI SPIRIT
