This paper focuses firstly on the very nature of the notion of ‘police' and itsorigin, and, secondly, explores not only what the municipal police of the countriesconcerned such as France, Spain and Italy, does on a daily-based manner for thelocal residents; but also compares the municipal police's functional and legalframework between the diverse models of the nations including newly introducedKorean Municipal police system exercised in Jeju special Island Province. That iseventually for the purpose of extracting the essential points for remodeling theKorean-style municipal police introduced by the previous government, based onlower-tier or street-level local authorities in Korea.
