   u-City will bring about enormous change in the process of public administration and progress of citizens service. At this point, the problem is that Local Government should be changed in order to adapt ubiquitous technology effectively and manage local administrative information continuously. Public information policies mean those strategies that allow us to use information well and adapt government organizations and information systems to a rapidly changing environment. The purpose of strategic policies is to provide public organizations with the strength and resilience to withstand shocks and rapid changes in the environment.
   This study choose the four perspectives of Andersen's on the public administration information. Andersen presents technological, economic, organizational, political views about the public administration information. All four of these angles of vision are necessary for understanding the complex issues facing public information. Each gives a valid, but partial, picture of the many interfacing forces that together produce sound information management. What one perspective tends to highlight, another glosses over or obscures.
   As the title signifies, the current study aims at the realization of u-City in Local Government, which is short for the ubiquitous City. For this purpose, firstly, the meaning of u-City realization is sought in the study based on future urban changes. Along with this, some insights for u-City are suggested through the examination of domestic and overseas u-City development cases, and current issues regarding u-City are gathered based on in-depth interviews with relevant experts. Secondly, under the new urban paradigm, and based on the suggestions derived from current u-City development cases and upcoming issues gathered through experts interviews, concepts and basic framework for the development of u-City are devised. Thirdly, necessary for the comprehensive planning and management of u-City, several strategies are presented by classifying it into  technological, economic, organizational, political views.
   In the meantime, the current study is pursued through diverse study methods of literature reviews, experts interviews, and outside experts' writings. Both domestic and overseas research reports and project cases regarding u-City development are explored that are based on literature and Internet resources.
   The examinations on prior researches provide diverse case studies concerning the advent of new urban paradigm for 21st century. However, most of them tend to focus on the ubiquitous infra, or specific types of ubiquitous services, and the basic concepts necessary for u-City development remain confusing in the researches.  Therefore, the current study comprehensively analyzed prior domestic and overseas u-City development cases in order to draw implications for national current issues from the review on the academia and research field. Then, the concepts, and basic frameworks for u-City are established, and local-level strategies for the realization of u-City are set up. Regarding the basic definitions, classified public and private services and strategies are suggested in this section. In terms of laws and regulations, the planning system, organizations in charge, standardization, role-sharing between the public and private sector, financial resources, and detailed strategies are included in the chapter.
   The establishment and execution of the u-City planning system along with the organizations in charge, standardization and financial resources, should be covered and reflected on the currently on-going establishment of u-City construction support laws by the central government and local government. The several limitations the current study has are, firstly, the overall definition of the necessary technologies  in the study. Though ubiquitous technologies are being developed as next-generation information technologies, it is not an easy task to consider and apply every up-to-date technology to existing cities.
   This study suggests the basic framework for local level implementation of u-City along with the strategies. In order to materialize the framework and strategies suggested in the study, follow-up researches are necessary. Above all, while the fundamental concept of u-City is to apply advanced IT technologies to real urban settings, the development of specialized knowledge, methodologies, and relevant laws and regulations is not sufficient yet. Therefore, concerning the relationship between spatial and information and telecommunications planning, the top priorities to be dealt with are planning objectives and contents, and the process of the plan establishment, which can be integrated into the entire urban development methodologies. One of the achievements of u-City development is the fact that it is a pioneering task with the country the world's foremost runner. The country is in desperate need to establish the vision and goals of u-City development Especially, through the examination on the gap between the reality and the ideal, it has been found that while deeply considering the domestic technology level, the country needs, for u-City promotion, financial resources, supporting organizations, and prudent attitude towards the realization of u-City. The so-called transformation and renovation, and realization of u-City are the fruits of patience and perseverance, which promise a bright future. However, it is not easy to achieve them getting over the barriers and deadlocks on the way. However, once successful, the u-City development will bring a rosy future to the country, putting it in the center of the world.
   It is vital to focus on socio-centric 'what is needed' than on techno-centric 'what is possible' for the success of u-City. u-City can be successful only on the basis of mature e-government and m-government, in parallel with the degree of related technological development, through adequate collaborate with private sector and effective execution system.
   Generally speaking, administrative behavior does not change automatically in accordance with information. So we must try to change the human behavior side by side. we should overcome these negative behavior through reinforcement and modification of education about information, grant of incentive, participation in decision making and edict by top manager. Then they can recognize the importance of administrative information, so we can get over the resistance to information.
   However, it is necessary to remind that the ubiquitous city also contains a social negative effect. If only the special and unique people have the opportunity to possess power. Thus, the public and personal property value must be preserved in order to overcoming a negative effect, of example, the non-humanization which is caused by inequal distribution of information. Therefore, we will enjoyed the well-being society by way of enhancing the competitive power of the city in the ubiquitous society. However, it is important to recognize the forthcoming problem in the governmental level and to check them hereupon thoroughly.
