   There has been a renewal of interest in the lump-sum compensation budget system and the right of self-govenment in local governments. From central government to local government, the lump-sum compensation budget system has been veiwed as a way to improve overall administrative abilities, especially the right of self-govenment, in the Partcipatory Government. The purpose of this study is to analysis the processes and types of the right of self-govenment for local governments in the Partcipatory Government, to inquire into the problems of the right of self-govenment, and suggest the improvement for autonomy of local governments.
   For this Purpose, the following research frame was designed: chapter 1, the purpose, scope, and methodology of study; chapter 2, theoretical basis of the right of self-govenment in local governments; chapter 3,  the practice of the right of self-govenment in the Partcipatory Government; chapter 4, evaluating; chapter 5, the improvement programs for the right of self-govenment for local governments. After analysing the selected datum, we could find out the following:
   First, to improve legal system, we suggest the enlargement of the self-organizing authority for the bureaus and the task force organization(the abolition of the conference system between central and local government, the induction of sun-set system) in local governments. Second, to take the responsibility, we suggest the self-control methods(the enlargement of the local assembly's control and the citizen-participation) and the competition-control method(the open system of the organizational information of local governments). Finally, to maintain the effective management, we suggest the necessity of the middle and long-range human resource planning(connecting the demand forecasting for human resource with the lump-sum compensation budget system), the periodical organizational diagnosis(reflecting visions and needs), and the incentives for local governments.
