   This study focuses on the construction of strategic planning for performance management in local government. The usefulness of strategic planning in local government is raised, but the actual discussion of application and construction of strategic planning is very rare.
   In this study, we do a literature review on planning theories and planning-related reports including domestic and foreign case studies to build up theoretical and analytical framework. In addition, questionnaires were administered to local government officials in  planning and evaluation department. In particular, we pay attention to the local authorities that have already set up and operates strategic planning.
   We set up analytical standard based on the characteristics of strategic planning. Followings are the major findings of empirical analysis.
   First, participation of the public as well as stakeholder is important. To increase participation of each sector, the chair of planning team would not only have a positive attitude in participation, but also present an actual participation plan describing the responsibilities and rights of the participants according to each planning procedure. It is necessary for the planning team to lead planning procedure as communicating with the advisory committee as well as the planning officers. The function and competence of planning commission needs to be strengthened. Activating relevant advisory committees including task force is also important. Regular meeting between planning team and local council is necessary to produce desirable plans and to implement  the plans. The number of public hearing needs to be increased and the hearing needs to be more open and easy to participate.
   Second, more careful consideration of environment needs to be taken. Establishing planning and public policy needs to consider changes of laws and regulations, economic indicators, and the goals and directions in the national level. It is fundamental conditions to consider economic changes of local, domestic, and international society. Moreover, forecasting population and technology change is one of important parts in the local strategic planning.
   Third, it is necessary to give attention to the mission and an objective of organization because careful selection of planning issue is requested. Clearness, agreeability, importance, and urgentness are the criteria to select the good issues. Usually, city mayor, staffs, and members of planning team are related to the issues in planning. The chair of planning team, in particular, plays a leading role in selecting issues. With regard to the issue, direct approach to the issue itself has priority over the resolution of issue.
   Fourth, it is important to have action plan and decision making priority. Important thing in local strategic planning is not for planning itself, but for implementing it. A detailed action plan by the principle is necessary. For example,  a resource distribution plan is interconnected to a selected issues or strategy. Thus, action plan needs to be based on a broad planning process and  budget plan. Mayor's consistent interests in the plan and civic society's support is pivotal to actualize local plans.
   Fifth, it is desirable to connect self-evaluation with the strategic planning. So far, the strategic planning and evaluation has not connected yet, so it is a way to compose the evaluation index which follow the strategic planning.
     In summary, this study attempts to find the general applicability of strategic planning. For the construction of strategic planning, this study suggests that local government pay attention to communication channel, political support, master plan, and long-term resource commitment.
