    Many countries have interested in  comprehensive evaluation of the administrative performance in 1990s. The exemplary case would be the USA. The US federal government systematically implemented performance evaluation with the enactment of Government Performance and Results Act.
   In Korea, the interest in performance management has increased after the foreign currency crisis. As it extended to public sector as well as private sector, various performance management systems were introduced into the field of organization, human resource, budgeting, and even evaluation.  In particular, evaluation field expanded beyond Management by Objective (MBO) and self evaluation as to include performance management system like Performance Achievement Contract and Balanced Scorecard.
   In 2001, local governments executed self-evaluation with the enactment of 'Basic Law regarding the Evaluation of Governmental Business' and made considerable achievements in terms of  institutionalization. With the enactment of the 'Basic law regarding Governmental Business' in April, 2006, the importance of self-evaluation increased a lot. In the future, local governments will have the integrated performance management based on the self-evaluation results.
   Therefore, this study focused on how to activate the participation of the citizens in the self-evaluation of local governments. For this, we attempt to diagnose level of civil participation in self-evaluation and implement survey questionnaire to government officials and experts. Following paragraphs are brief overview of each chapter and results of analysis.
   First of all, Chapter II includes review of theories such as, types of civil participation, SWOT analysis, performance management and civil participation, and participatory evaluation. The reason we have theoretical review on the performance management and participatory evaluation is that self-evaluation is characterized by a tool of performance management  and a type of evaluation at the same time.  We have reviewed the legal foundation and the process of the self-evaluation.  With regard to the analysis of self-evaluation operation, we comprehensively reviewed the status of self-evaluation planning, implementation, post-management, and problems and improvement strategies.
   In Chapter III, we analyzed the examples of foreign country where civil participation has been active in the evaluation process. We first reviewed the case of Iowa state we have bench-marked considering adoption of citizen participatory self evaluation system. Then, in the case of Mie-hyeon, Japan, we reviewed characteristics and procedures of office business evaluation system.  Finally, in Korea, we analyzed civil monitoring system in Seoul Metropolitan government and Government Politics Evaluation System in Chungcheongnam-do. 
   For government officials' perception and attitude on citizen participation, we did a survey. We distributed the surveys to government officials in charge of evaluation, government officials in 5 local governments, and experts. In this survey, we tried to find out the necessity of citizen participation, methods, participation level, problems expected, impacts, diagnosis of importance and present situation.
   We can find the way to promote civil participation in terms of law and institution, foundation and capability, and operation.  First of all, three elements from legal and institutional perspective include new enactment of new civil participation legislation, expansion of evaluation committee, and enactment of local government regulations. Second, related to foundation and capabilities, we need to recruit capable personnel with specialty, to create evaluation organization, to develop capabilities through evaluation education, to construct and develop self-evaluation committee, and to have enough budget for evaluation. As for the evaluation operation, we can consider local government leader's commitment, designation of the customer service affairs as the target of the evaluation, utilization of satisfaction level as the performance evaluation index, publication of details of the self evaluation, and active utilization of evaluation results.  
   Finally, in Chapter V, we summarized the discussions above, sought the direction of participation, and made policy recommendations for active participation.
