As digital transformation accelerates rapidly, national governments have been pursuing various informatization strategies in response to the new informatization paradigm, and recently, the concept of 'Platform Government' has received increasing attention. Local governments also have been developing and operating various public platforms in order to respond to residents’ complex and new public service demands ,to solve regional problems, as well as to bridge regional disparities.
   However, limited studies have addressed the general concept of such Platform Government as well as its major characteristics. It is also difficult to find successful cases of local administrative innovation involving the use of ICT technology.
   Therefore, this study aims to analyze the current status of Platform Government operation at the regional level based on the analysis of the local government's public platform situation and propose a Platform Government operation plan at the regional level that reflects the uniqueness and specificity of the region.
   Firstly, this study explains the concept and characteristics of Platform Government and varying types of public platforms. Moreover, a comprehensive survey and in-depth interviews were employed to review the current operation and management status of public platforms at the local level in S. Korea. By analyzing some exemplary international cases and interviews with private platform companies, the success factors that local governments should consider when designing and operating such platforms as well as some of the obstacles that government may face, are identified. Finally, strategies for the implementation of Platform Government at the local level are suggested.
   Chapter 2 provides a comprehensive literature review on the Platform Government. The Platform Government is defined as “an open arena where civil servants, businesses, and citizens can participate together to share vast data and create new public values as well as innovation for solving social problems using various ICT-based cooperative technologies.
   The public platform which is considered a core mechanism of Platform Government can be categorized based on the core function, policy decisions, and flow and direction of administrative services. The commonly used ones include information-providing platforms, policy proposal platforms, and private platforms connecting capacity gaps to expertise.
   Chapter 3 discusses the results of the survey on the overall status of public platform utilization in local governments according to those three public platform types. Chapter 4 presents an in-depth case analysis of some selected local cases, including the ‘Bus Information System’ of Gyeonggi-do, the ‘Big Forest for Participation (local citizen participation platform)’ of Eunpyeong-gu, Seoul, and the ‘Special Delivery (food delivery platform)’ and ‘Fair Purchasing Platform (public procurement platform)’ of Gyeonggi’. The level of the public platform utilization at the local level, the perception of local government officials regarding public platform utilization, and the public platform success factors and obstacles at the local level were empirically analyzed.
   In Chapter 5, another in-depth case analysis on international best practices was conducted, including 'Smart Nation' in Singapore, 'Talk London' in London, UK, and 'Amsterdam Smart City Platform' in Amsterdam, Netherlands. Chapter 6 provides the results of in-depth interviews on private platform companies: ‘Carrot Market (used product trading platform)’, ‘Gangnam Unni (beauty and medical information platform)’, and ‘Bae Min (food delivery platform)’, which are ranked first in each industry. Various successful strategies for designing and operating public and private platforms were suggested.
   Chapter 7 presents the local government Platform Government operation strategy as well as the local government Platform Government support plan.
