The administrative district of a local government is the scope of jurisdiction to which autonomy is applied exclusively. And at the same time, it means the spatial scope in which administrative services are provided. Therefore, the change of administrative districts should be made based on a clear legal basis. However, the current Local Autonomy Act does not have a specific basis. Accordingly, this study aims to establish a clear legal basis for changing administrative districts of local governments.
   In chapter 2, this study explained the concept of changing administrative districts of local governments, the government's policy progress, and previous studies. In chapter 3, we analyzed the legal system for changing administrative districts of local governments and its limitations. In chapter 4, we considered cases of the legal system for changing administrative district in Japan, France, and Germany. In Chapter 5, this study proposes an improvement alternative to the legislation on the change of administrative districts of local governments based on the analysis presented above.
   (1) The basis and targets for abolition, establishment, separation, and integration of administrative districts : Regulations divided into wide-area unit and basic unit of local government.
   (2) Procedure : Establish integrated procedures that can be commonly applied to abolition, installation, separation and integration.
   (3) Procedures for establishing administrative districts : Appliy only to metropolitan cities(wide-area unit) and cities(basic unit).
   (4) Criteria for changing administrative district : [abolition, separation and integration] Autonomous decision of local governments; [Establishment] the legalization of the criteria for the establishment of metropolitan cities and cities. This is the result of reflecting the probability of occurrence.
