In this research, accessibility index is developed for early childhood educational facilities and health facilities whose demand for services is increasing in the falling birthrate and aged society, in order to promote regional policies that the residents are experienced and closely related to the site did. I tried to analyze accessibility disparity for the local governments throughout the country and prepare a policy to improve this.First of all, we examined the theory related to the concept of living environment, accessibility and model and the prior research. next, we analyzed the supply situation of infant education facilities and health facilities. thirdly, we calculated the accessibility index reflecting the demand for each facility for each local government, and derived fragile area by urban type. finally, we presented policies necessary to derive vulnerable areas based on average accessibility of infant education facilities and health facilities, and to improve access.In chapter 2, we examined theoretical discussions about the quality of living and quality of space, the theory of living environment related to residents, the concept and model of accessibility through literature and previous research. in Chapter 3, we examined criteria for providing educational institutions and health and sanitation facilities, and analyzed the supply situation of day care centers, kindergartens, public health centers, and medical clinics-level medical institutions by local government. there are legal provisions for location conditions of day care centers and kindergartens, but there are no other legal obligation standards for placement. only health centers and health center branches have standards for the number of installations per regional unit.In chapter 4, accessibility indicators of residents' living service facilities were calculated for each local governments throughout the country, and vulnerable areas by urban type were derived for educational facilities and health and sanitation facilities. the accessibility indicator was calculated by standardizing on the population size of the region using the shortest distance to each facility via the network analysis of the geographic information system(GIS) and calculating the accessibility index. we divided the accessibility index of derived educational facilities and health and sanitation facilities into large cities, small cities and rural areas, and suggested local government where improvement is urgent after deriving accessibility vulnerable cities by urban type.Finally, Chapter 5 presents the possibility of utilizing the results of this research in formulating policies related to residents' lifestyle services in the future. in order to improve access to residents' living and service facilities, we proposed policies such as revision of legal system, offering life support service delivery system, and preparing facility supply standards.
