It is expected that the quantitative and qualitative changes in population have big impacts on the supply and demand systems in local governments. For that reason, great attention has been shown that population decline and aging are endangering the existence of depopulated areas in recent years. In this report, depopulated area is defined as a local government whose population is below the average and population decrease for three consecutive years in the local governments(Gun).
   The purpose of this report is to suggest the new administrative systems that responds to changes in the population of the depopulated areas. For this purpose, this report is divided into the following five chapters. In chapter 1, we presented the purpose and the methods of this research. And we examined the theory and the advanced researches of the administrative systems in chapter 2. Then we conducted the case studies of three areas for the analysis of actual conditions about the depopulated areas(Gun) in chapter 3. In chapter 4, we presented a policy point through the case study of the policy for the depopulated areas in Japan. Finally, we suggested three conclusions for improving the administrative systems for the depopulated areas(Gun) in chapter 5.
   (1) Adjustment the function of the depopulated areas(Gun) : vertical(Do-Gun-Eup/Myeon) and horizontal(Gun-Special local administrative agencies) functional adjustment.
   (2) Creating the residential types of the depopulated areas(Gun) : Creating new residential space based on a specific area.
   (3) Improving the survice supply systems based on the characteristics of suppliers and demanders in the depopulated areas(Gun).
