This study aims to make suggestions for local governments to try to transformtheir economy into creative economy by investing on the promotion of creative milieu.Particularly, this study addresses the creative characteristics and spatial mobility ofcreative talents, one of major components of creative economy and thus it can saywhat factors of regions can attract and retain the talents.Chapter 2 discusses the existing literatures on creative economy, creative talents,and creative milieu and constructs analytical framework of the factors related toattraction and retainment of creative talents. Chapter 3 gives general pictures of thegeographical distribution and growth of creative talents at Si-Gun level and alsoevaluates current policies and programs of central government in regard to regionalcreative economy policy, which cannot be considered as genuine creative policy yet.Chapter 4 tries to establish prerequisites for creative milieu that attracts andretains creative talents and enhances the creativity of the talents. For the purpose, theresearch carries the questionnaire survey to creative talents in Seoul Digital MediaCity and O-song Bio-science Technopark: cultural employers, technical employers incultural industry; and researchers.Chapter 5 draws policy implications from the case studies by reviewingliteratures about domestic and international cases of successful creative milieu strategy.For domestic cases, the strategies of Busan metropolitan government and Changwoncity are examined. In addition, Beijing Dashanzi Art District 798 is reported as a caseof the milieu for cultural employees. Surrey Research Park is explored as forresearchers, and finally Barcelona 22@ project is examined as for cultural andtechnical employees.Chapter 6 proposes policy measures for promote creative milieu for creativetalents. The main logics of the recommendations are summarized as follows: thebalanced view between industrial cluster policy and talent support policy; convergenceof physical and soft infrastructure; and good governance between local and centralgovernments and between public and private institutions.
